The Official Community Plan

The first thing the Trilogy development team examined as part of its community research was the Village of Cumberland’s Official Community Plan, which was adopted by the community in 1998. In 2004, the Plan was amended to include an additional 22 square kilometres of land that the Village had annexed, which includes the lots that Trilogy subsequently acquired. A 2006 version consolidates various administrative changes that have happened since 2004.

The OCP is based on broad community discussion and grass roots participation which was intended to set the parameters for future Village development. It outlines the “Community Vision”, community goals and objectives, and sets forth policies and recommendations regarding citizen participation, process management, residential growth management, heritage preservation, environmental preservation, economic development and infrastructure planning.

What the OCP says about the Trilogy lands

Most of the Trilogy lands in the 2004 OCP were originally designated as Commercial on Map A, with the exception of Lot 9B, which was designated as a Working Forest area. On all the lands, greenways, wetlands, and riparian ecosystem reserve areas were outlined where they were known. All of the lands except 9B were categorized on Map B as falling under guidelines of a Commercial Comprehensive Planning Area (CPA), with the same greenway and environmental resources being noted there.

The Cumberland OCP gave the development team a “head start” in understanding the core values of the community, particularly in its Part Two: Vision, Values and Objectives. These include a reverence for Cumberland’s natural setting, a desire for both an ecological and a cultural focus in its businesses and new developments, an acknowledgement of the need for expanded economic opportunities, and a deep respect for its own history and the heritage character of the Village.
